[etni] upgrading an exam

I know this must have been asked before but I'm not certain about it.
Suppose one of my 12th graders takes the winter exam on a 3 point level
(old format of course) can he then proceed to take the 4 point exam in
the summer? Assuming of course that he keeps regular English lessons
during the 2nd semester. (the same question goes for going up from 4 to
5 point bagrut).
