This is what I do.  If it is a dictation of a list of previously presented
words (which we ususally also work on 10 minutes a lesson leading up to the
dictation) I give the ld kids with the exemptions 3-5 words from the list to
learn to spell.  They have to learn the MEANINGS of all the words, but how
to spell just their private words.  My dictations also always include
sentence writing (usually 7 words  and meanings- out of 10 to 14 presented
plus three sentneces, this is in the Jr High  - in the HS it's 5 out of 14
words given and they have to write a sentence for each).  If the target
words are almost correct, then I don't take off points.  If I see that the
kid can't do the 3 - 5 words then I give ONE word to learn how to spell and
work up from there.  I try to pick words with common patterns.  In this
manner I have managed to bring kids who couldn't spell and where there was
almost no letter - sound correspondence  with what they wrote to a point
where almost everything they wrote was comprehensible.
