For  books in Hebrew, there is the Library for the Blind in Netanya.
Check with them for eligibility information. Sorry, don't have their number
At my fingertips.
 
I am the Israeli representative of an organization based in New York City
called
JBI International (formerly called Jewish Braille Institute) which provides
'talking books,' 
 journal articles and other programs on tape. They (the NYC headquarters)
are in the prcoess
 of moving from cassette tapes to CD's.
 
 JBI also provides large-print Haggadot, Machzorim for the High Holidays and
a variety
 of other services to residents in Israel. The materials are largely in
English, though there are
 is a nice selection in Russian, Spanish and Yiddish too.
 
These materials are provided free of charge because JBI is funded by several
Jewish organizations
Around the world. JBI has branches in South America and in several locations
in the former Soviet
Union as well as in the United States..
