[etni] not up-to-level pupil

Hi All,
While the native speakers have been making the headlines lately, I've a
question that takes us to the other end of the spectrum.
One local mom here asked me for advice regarding her under-achieving
elementary school pupil. This boy had one year of home schooling a couple of
years back and is now studying in school again. His level of English is far
below that of the rest of his class. Just as the school has not taken
responsibility till now for the native speakers, it is not taking
responsibility for this child or other very weak learners (English) and the
parent was told that her son should take private lessons during the afternoon
and summer. This should, in my opinion, be an option and not be instead of the
school doing its part. Basically, this pupil has been "ignored" and no special
remedial program devised to help him catch up. Not understanding the frontal
English lessons in his class, he's now unmotivated as well.
Since the English teacher hasn't been forthcoming, I've suggested that Mom
speak with the principal and if need be, turn to the Ministry inspector of the
school for a solution. As I see it, the teacher must provide at least a partial
answer to this boy's special needs; I see no reason why he can't work
separately (with supervision of the class teacher) in a different book with a
CD/cassette at his level.
