From what _I_ have understood:

They take the oral exam only one, providing the question is between 4 and 5,
they take the oral when they do module E, and then if they go on to F, they
do NOT have to retake it.  The only time they would have to retake it is if
the try for the 3 point, and then, go for 4 - they would have to retake it
(however, sine the 3 point is tested by their class teacher, that is not
putting extra pressure on the external testers, since the external test
would still be taken only once - when they are tested for the 4 points.

What WE are planning on for OUR borderline 4/5 pointers, is for them to take
modules C and D in the 11th grade, then E in the winter of the 12th grade,
and F in the summer.  This means that at ANY rate, they  take the oral exam
in the 12th grade.  Kids who are certain 5 pointers will take the E at the
end of the 11th grade, and F in the winter of the 12th grade (leaving us
with those who really need intensive work will be in smaller groups from
Jan. 12th grade.  This is , of course, theoretical, pending permission from
our administration to continue teaching the 12th graders until the summer -
which, this year, we do NOT have.
