[etni] mivchan mashveh + strike

We gave a ministry issued 'mivhan mashveh' to our 7th and 8th grade pupils 
right before Sukkot.  Our 'mifakachat' is asking for the results.  I haven't 
graded them yet.  I plan on looking at them this week - but I don't think I 
should be sending the results of my classes to the ministry because of the 
strike and the 'itzumim'.  If I want to check them for myself, that is my 
perogative.  Am I right in refusing to send in my results until the strike and 
'itzumim' are over?
