[etni] marking bagruts - reducing quotas

 
It is the responsibility of the ministry to provide conditions that facilitate 
proper marking of the bagrut exams  -   and this includes doable quotas that do 
not exhaust the markers. When one gets tired it is of course difficult to mark 
well.
 
Stand strong, never capitulate!!
