[etni] is anyone listening?

Hi all,
Some of you more veteran teachers (I only started teaching about 26 years
ago) may be able to share with us the history behind the "listening
comprehension" on the English Bagrut exam.
When was it first included in the exam?
Was it always given through a direct radio broadcast, or was this method
preceded by some other?
What was the initial reason for giving it only through a direct radio
broadcast, and what is the reason now?
And is there any chance of changing this decision - especially since
problems arising from this method have been documented consistently
throughout the years and also because an overwhelming percentage of teachers
are apparently for a change (see - for example - the present ETNI poll -
http://webaxy22.migvan.co.il/cgi-bin/vote/vote.pl?ID=277465 )
or is this simply something set in stone - one of those mysterious things
that no one seems responsible for - therefore no one is able to change?
This issue may provide for an interesting, even riveting article for the
next ETAI Forum.
