I have it from a reliable source that the ones responsible are the testing
department, NOT the ministry. What needs to be done is to write letters of
complaint to the testing department, with a copy to Judy Steiner (so she can
turn around to them and say that she sees that many people have complained
to them about not getting the answer keys....)

If anyone out there (Hebrew speakers, preferably) wishes to take an
initiative and draft a letter in Hebrew, which we can all copy paste, maybe
we can put enough pressure on them to get their (testing department's) act
together.

Also, if anyone out there can get their hands on the exact snail mail
address for the testing department, as well as a name to whom to address it,
that would be helpful, as well.
