[etni] etni mail - Canadian winter delay

Hi all,

I am presently in Canada, for a couple of weeks. This is the reason why
ETNI mail is not going through as quickly as usual. If you need to
notify people of something, you should take this into account and not
wait until the last moment to send your message to the list.
