I agree with what Andrew wrote:

much as it is testing a student?s knowledge of English.

understand or express themselves in English (and we are talking about
an exam which tests English), but because they have been unable to
grasp particular concepts or have misinterpreted them."
One on my native speakers just took the 4-point exam (modules C, D, & E).
Her English is excellent, but she has many learning disabilities. She
simply was unable to cope with the level of deductive thinking inolved in
answering the questions on the 5-point level. This is proof that the
English bagrut tests not only English but also general thinking and
comprehension skills. Whether or not that is what we should be testing is
open to debate, but clearly, the new bagrut format seems to be testing
intelligence and comprehension skills more than the old format.
