[etni] education cuts elsewhere in the world

It appears that even public universities in the US are facing their share of
problems due to budget cuts.  As a graduate of a New York state public
university, I find this very sad.  With the price of private universities
becoming more and more out of reach for many Americans, public universities
offer them a chance at an equally good education at a lower cost -- or at
least they did:
