It doesn't make a difference in this case, but the percentages are 26% for the middle module and 27% each for the highest and lowest module. Each module is rounded (up?) and then totalled.
27% of 69 = 18.63 rounded to 19
26% of 73 = 18.98 rounded to 19
27% of 39 = 10.53 rounded to 11
20% of 52 =  10.4  rounded to 10 (I presume, but perhaps rounded to 11)
