What I don't like about that is that there is no work on the bigger picture:
composition organization. Maybe this piece-meal technique can be done AFTER
they write an outline for the entire composition? Building an outline of
what points they want to write about in each paragraph?

write the whole thing. After the first paragraph, check their work and 
correct it ........................ 
  Once one paragraph is O.K., get them to write the second, check that, etc.
