[etni] a question in module A

Hope everyone has recuperated from the long day on Monday -
I think I will be the first one to comment on a question from the bagrut.

Module A - the notice. The first question (question #7) was "Why did Barton
City write this notice?"
(And as the girl I was testing orally said, "A city can't write a notice."
But that's another issue.)

"Why" can have 2 meanings -
First, what happened that caused them to write the notice? And the answer
would be "Their city did not have enough rain."
Second, what effect did they want to create? And the answer would then be
"To save the city's water." Or "To tell people not to waste water." , but
that seems to be a bit grammatically advanced for the average A student.

I hope both answers will be accepted.
And I think it is not so good to have an ambiguous question like this in
module A, it might confuse the students.
