Why did Oranim just say 'no'?

Oranim Academic College, the largest and most prominent teacher-training 
institution in the north, was not among the ten institutions that offered to 
hold the Education Ministry's program for retraining jobless academics as 
English teachers.

"We did not apply for the government's program tender because of some 
technical issues," head of Oranim Collage, Yair Karo, told Anglo File. "But 
beyond that, we remain professionally unconvinced by this hastily-prepared 
project."

Karo said: "We're not sure about taking people with no inclination to 
teaching and we have accumulative experience with high tech workers 
suggesting few of them are committed to really taking up teaching. For most 
it's a temporary opportunity."

Karo added, "The deadline for the bid was seven days after it was issued, 
meaning we and all the other colleges had only one week to compile a 
training program. We didn't think it to be serious."
