[etni] Theory Driving test--HELP NEEDED!!

This list has proven itself over and over in helping people solve problems,
even unrelated to English teaching. Maybe you can help me. I know a 17
year old , 11th grader who is taking driving lessons. He now needs to take
a theory test. When it comes to school, this student has every hakala and
hatama and 07 possible. He has trouble with reading comprehension and with
multiple choice exams. he is not verbally expressive and has trouble
retrieving words. He has closed tests in school. Now we come to the
"theory test" and he is told, sorry you have to take the test like
everyone else. No exceptions and nothing taken into account. WHY IS HE,
ALL OF A SUDDEN , EXPECTED TO TAKE AND PASS A TEST LIKE "REGULAR"
STUDENTS???? The only hakala that Misrad HaRishui gives is an oral test
in Holon (you have to go twice-- once to make an appointment and again to
actually take the test) but in his case oral doesn't help!! He needs a
multiple choice test with only 2 distractors for each question (not 4). Is
this too much to ask for?
Real life driving is not multiple choice!! He knows the answers and what
to do, he just can't weed out the wrong answers! I don't even know who
to turn to anymore (I have spoken to his m'avchen, his driving teacher and
his yo'etzet from school). This boy CANNOT be the first and only
example of this!! How did other people solve this problem???
I'll be happy to hear any suggestions or words of encouragement. Fruma
