Dear Lauri,
To the best of my knoledge, the answer I got from the Agaf Habechinot does not
deal with the NBA. The modularity does solve that problem. It only refers to
the old bagrut, which this year's 12th graders will still be taking this year.
As of next year, things are going to be different and will follow the "security
net" that the NBA offers:
The tzvira model provides pupils with a "security net." If, for example, a
pupil's level is between three and four points, the pupil can now first take
the three-point examination (modules A, B, and C) and then work her/his way up
to four points (modules D and E). If s/he does not succeed, s/he retains the
grade for the three-point examination.
Hope it makes more sense now.

I can't believe the answer that Avi Bar Gad received from 'agaf hab'chinot
to his question about which bagrut test grade would count if a student did,
for example, the 3 point well (for insurance) and took the 4 point and did
poorly. If the student is not able to decide which grade goes with him then
what is the point of all this modularity????????
