Hi,
A person who does teaching work as a volunteer (without being paid for it)
surely can be nominated as matriculation exam subject of the year, at least for
one of the modules.
Frankly, I don't really like this "teacher of the week" idea. That sort of
'honouring' could be quite embarrassing for those 'honoured'.
