You are right in that it was tried and failed and will fail again.  But I think 
that we English teachers, as a group, are at fault.  We aren't active in the 
teachers' unions, Irgun Hamorim and Histadrut Hamorim.  We're not part of the 
Israeli political system.  ETAI is wonderful, and so is ETNI, but we're just 
talking to ourselves.
  WE HAVE NO INFLUENCE!
  Even in our schools, how many of us are on the fast track to promotion?  
Granted, I entered English Teaching at an age when my peer group was about to 
retire.  In the school where I teach I fight for respect and recognition for my 
views on general education.

Yeah, right. A likely story.
How far is 17 million going to go?
Making English teachers out of any new Oleh with 
a degree -- 
Been there, done that, didn't work.
The current malaise of our beloved subject stems 
out of the 
general problems of our esteemed profession.
Unless elementary schools are improved, nothing 
will work. 
This has be done across the board.
