Judy's answers:

1.  There is only one Bagrut exams for all populations.
2.  As you know, the "moatsa hapedagogi" of each school is responsible for
giving approval of the "hatamot" for LD pupils.  Any other "hatamot" need to
be sent to the "va'adat harigim" in the Testing Dept. in the Ministry of
Education.
