Yes, they can get full credit for the blarney, but if you want them to take the 
projects seriously....
Once they realize they don't need the project with them, they'll relate to them 
differently.  The lazy students will try to get away with minimal projects, and 
if they don't fake well, they'll have problems.

Aha.... but aren't we supposed to be testing their oral skills? Isn't it 
really up to the class teacher to see to it that they do their project, and 
penalize them on their yearly grade if they do not? So over whose eyes will 
they be pulling the wool if they do not actually do a project? The worry of 
a minority of them trying to bluff their way through a project worries me 
less than the need of many/most (?) of them to have something tangible, that 
they have invested significant time on, in their hands to focus on while 
discussing it. Hence, for me, this is not really the issue.
