My answer:
You're right that officially the project isn't a specific percentage of the 
magen mark this year and next (this coming year's 11th and 12th, not 10th). 
However, in my opinion, there is no reason not to put the project grade into 
the 80% earmarked for classwork, homework, tests etc. Can anyone deny that 
projects are classwork (and sometimes homework as well)?
 
And yes, 4 and 5 pointers only have to do one project.
