I checked the web again at http://www.etni.org.il/ministry/nba/index.html 
entitled The revised NBA Handbook - December 2003.
I looked under FAQs and it still said that the oral is done with the last 
module (questions 10, 11 and 12).
In answer to question 12 it says: Pupils must take their oral examination only 
when they reach the last of the modules needed for that specific level.  For 
example, four-point pupils will take the oral examination only when they are 
being tested on module E.

So when do they have to take the oral exam highest module or with which ever is 
left as the last module?
