It seems to me that the main point here is that there are1500 basic words in 
English.  We used to have basic word lists.  Personally, I am sorry that they 
are no longer in use.  If all our students had these basic words in their 
vocabulary they would be able to go on from there with all the other tools we 
give them for understanding texts - including but not exclusive of 
dictionaries.  We also used to have a "schedule" for teaching grammer.  It 
didn't mean that they didn't read structures they might not yet be expected to 
form.  But just maybe they had time to master one tense before they were 
expected to learn so many others.  Did the baby go out with the bathwater?
