This was a message sent by the English Ministry to the ETNI list in
Hebrew. In all cases, the subject line (originally in Hebrew) will
come out in gibberish.
However some people will see the original Hebrew in the body of the
message and some people will see only "gobbledegook". It appears that
the way the automatic list handler processes such messages often
conflicts with other mail systems.
I suggest that in order to solve this problem, the ministry send only
the URL of the message in Hebrew to the ETNI list rather than the
whole message in Hebrew to be forwarded.
