I have to disagree with Tamar -- the dispensations are for all exams,
not just the bagrut. You can't expect a kid to try out his
dispensation (listening to a text read on tape, for example) for the
first time on the day of the bagrut exam! Also, it's unfair to expect
an LD student to be able to deal with tests in the "normal way" -- he
gets those dispensations because he needs them!  As a mother of LD
children and as a teacher, my experience has been that the kids are
allowed to use their dispensations on all exams (and my kids do not
attend school where I teach). I would imagine that it's like that in
most places.

That said, of course the claims of English teachers are justified and
I don't think anyone has an argument with that -- it's just a good
solution that's missing.
