To Whom It May Concern,

I have student who has been diagnosed with special needs. He doesn't need to
be read to, yet his writing is illegible.  According to his diagnosis, an
examiner is to copy his answers after he has read them. What I've heard is
that he may record the entire Bagrut exam on a tape.  Is this true?
