My personal opinion about kids not wanting to do the work but demanding
grades etc is the following
As English is a compulsory subject, students must study and do the work. If
they and their parents feel that they can get a better deal doing the exam
as an "externi" student, then they should be asked to leave the school and
go to one of the "so called Bagrut factory" schools where they can do ALL
THE SUBJECTS and not only English. A school that lets the parents get away
with this will face a bigger problem in the future as it will snow-ball.
INFORM your inspector who together with the general inspector of the school
will clarify this issue with the "authorities"
