To make my pupils get it, I would give them sets of tasks with an example before each set, to train the use of each verb separately. Then I would merge these tasks to train them to make a difference.

Example:

1. say:
My Mom says that... (complete the sentence)

2. tell:
My Mom told me that ... (complete the sentence)
My Mom told me to ... (complete the sentence)

Merge:

Robert (says / tells) that his cat is stupid.
Karen (said / told) me to stop talking.



Also:
Pupil 1 says smth.
Pupil 2 reacts: "What did he say?"
Pupil 3 repeats Pupil 1's utterance converting it into reported speach: "He said that..."

Pupil 1 utters a request or a command to Pupil 3.
Pupil 2 reacts: "What did he tell you to do?"
Pupil 3 repeats Pupil 1's utterance converting it into reported speach: "He told me to ..."
