I had a similar problem which stemmed from the fact that I had sent the
contract back to the office Jerusalem instead of to the Marvad in Kiryat
Ono. I received a letter telling me that if I didn't sign the contract, I
wouldn't be paid. I phoned the office (BTW the phone number wasn't on the
letter and I had to do a bit of phoning around till I got through to the
right person) and got a rather stroppy secretary who told me that I had to
fax her a request so that she could send me another copy of the contract. I
did so, got the contract, signed it and sent it back to the right place (you
can't fax it) whereupon I got paid. 
I hate bureaucracy too.
