I remember my son had a big discrepancy between his magen in Tanach (Bible)
and bagrut grade. They accused him of cheating. I'm sure he's always been
very honest and just had a bad day (was sick) on the day of the magen exam.
I don't think they had moed bet in those days, so they gave him his lower
grade. He's now charedi and not interested in university. Just put my name
down on the abolish the bagrut petition.
On the other hand, I think they should bring back the meitzav exam in its
original format - for elementary (and JHS) - and make it really matter,
i.e., decide whether the student qualifies for iyuni or should go to trade
school. Going to iyuni (academic HS) school should be the privilege of
excellence as well as  inclination. The technological schools would then be
able to cater to learning difficulties, which the larger iyuni schools seem
to be unable to address. (Especially since they've cut back on small group
tutorials.) And if we catch the problems early - in fifth grade - JHS and HS
would be that much easier. (You know they had offered tutorials for most
core subjects except English in the elementary school I was at!) I remember
this (male) teacher saying how he has 20 nonreaders out of 30 in his 7th
grade. But they're like training lion cubs - you get to know them when
they're young and malleable, so you can teach them later on more easily in
HS.
