I have a couple of suggestions that could work.

One, ask every parent to contribute 30-50 shekels towards buying books.  In 
return, each student is entitled to choose from your library of books.  They 
can check out books for a specified period of time, and if books are lost or 
damaged, will be responsible for paying for them to be replaced.

As the English coordinator, you would be responsible for buying the books. 
That way, you have control over the level and content.  And while I realize 
that everyone's financial condition is difficult, I really believe that 
people would be willing to fork out 50 shekels one time per year, for the 
opportunity for their children to read a number of books each year.  That's 
cheaper than buying books on their own.

Two, there is a project called "Books for Israel".  Check with ETNI for 
details.

Three, you can put an ad up on JANGLO, asking for book donations.  There are 
tons of English speakers in Jerusalem who probably need to clear out their 
bookcases as their children grow up and leave home.  The JANGLO site for
