Not entirely true!
If the recommendation is for extra time and/or spelling dispensations in
Hebrew, then that's good for English too. However, if a kid needs a tape of
the exam or an Oral, then s/he needs the English ivchun, too. A milonit can
be recommended if the pupil has concentration problems, without the English
test.
