First about hanging things - If you can tape a "bristol" securely to
the top frame of the blackboard, then the idea I used for flashcards might
work for you. I cut little slits in the bristol - about 3 in a row and the
rows a few inches apart. I stuck big paper clips in the little slits. I
attached the bristol to the wall and then whenever I wanted to use
flashcards or posters I just slid them into the paper clips.
About the books, I disagree with Adele. Though we have a big, nicely
organized library complete with military discipline, there is no one there
to help the kids choose books. It's not practical for us to have English
lessons in the library with most of the groups since there aren't enough
seats there for a whole class. In the English room, we have a big loose-leaf
binder with a page for each kid and aside from the sessions the kids have in
the English room, they can come in before and after school or whenever an
English teacher is available ( not necessarily their own teacher). There
aren't regular hours because the teachers don't want to commit to being
there in their free time, but it works out that there are many more
opportunities for the kids to borrow books with a little guidance than if
the books were in the library. As for where to put the books - in your
situation, I would beg for a metal cabinet which could be locked. We have
lots of cupboards in our English room, so storage isn't a problem.

blackboard as it covers up a sizable wall space. I've always used Tik Tak

I have the books and readers on a "reading table". Having a rug and a
low shelf isn't an option (we have problems with the air conditioner leaking
in summer and water rising from the floor when it rains). If I put the books
on the table with bookends, every time someone pulls out a book the books
are all over the place. So now I put the book in those cardboard things the
pupils call "Meshulashim" but very few books fit in one and you can't see
them well. Any suggestions?
