Congrats on a well thought out and thorough piece of work.However I would 
make one suggestion.It is all well and good to ask people on Etni to 
circulate it ,but it would also be a good idea if you had a session at  the 
summer ETAI conference to present and discuss your document. Otherwise I am 
afraid it will sink without trace (as in the Strike!!) and nothing will 
happen to change our situation.
YOu could have a panel session for people to voice their opinions ,I think 
that would contribute something.
I for one am really afraid that no change will come about....
