Not only can your students look at the questionnaire during the first
broadcasts they can hardly ignore it since it is part and parcel of the
whole questionnaire.
As you know (Just take a look at the test notebook)the questions to the
listening are in the same notebook that the reading comprehension test and
its questions are. It is not a separate one.
While practicing listening comprehension in class I always introduce various
ways to cope with the listening task.
Some people prefer to just listen first and then go through the questions
(i.e. between the 2 broadcasts) while others prefer to read the questions
prior to listening.
Personally I explain to my students that I prefer the second manner since
while reading one can look up unfamiliar vocabulary items and get a general
idea what the broadcasts is going to be about. If you understand the content
you can sometimes even intelligently what answers can be taken into account
and which can't.
Looking at the questions while reading helps some of the students follow the
contents of the broadcast (since questions are asked in order). However,
there are some who prefer to read the questions, listen without glancing at
the questions and then listen the second time.
