I used to be a Bagrut MASHGIHA. If the mashgihim report that they have a 
suspicion of someone cheating, they have to file a report regarding the 
situation and the principal or person in charge of the Bagruts at each 
school is alerted, and they must report it to the Ministry. Therefore, it is 
not in the power of those who grade the Bagruts.
