I'll try not to reiterate what has already been said, but I am in favor of keeping the listening comprehension exercise as part of the Bagrut.

I don't "teach Bagrut" but I do try to teach kids how to listen and this goes far beyond the "listening" requred in the oral exam. This is a skill that needs to be nurtured and can be done so in various ways, some of which have already been mentioned here. If we teach a skill, then let it be tested and it is a useful skill, in my opinion. Kids should be able to follow a news report, a simple lecture or talk, TV program/movie without sub-titles, a song, etc.

The Ministry, however, must find a solution to the problematic radio broadcasts.
