Hi Devorah,
This is not a secret.  If you read what the general director of the
ministry (mancal misrad hahinuch) said in an article to Ha'aretz a few
weeks ago - I read the article linked to someone's letter to the ETNI
list - you will see that this is exactly what he said.  It says in
black and white that he is looking to get the older teachers out of
the system and stock it with new ones.  I intentionally use the word
"stock" because we are treated like things and not human beings in
this school system (as are the pupils re the conditions under which
they are asked to function.)
