Hi Everyone,

I was leaving the main library of Bar Ilan University last night, when a fellow I had never met before engaged me (not a native speaker of English) in an English conversation that I was having with someone else. He was mumbling something about the phrase: "How do you do?" I retorted: "How do you what?" He then claimed that since this phrase is not really a question but rather (in his opinion) a statement, when written it is never terminated with a question mark.

Is he correct?
