I would like to add my two cents worth to the question  of streaming.  I 
certainly agree with all those who are for it.   The attempts at 
heterogeneity were politically, not educationally motivated.

I would also like to say that some sort of streaming should also exist in 
elementary school.  This is where many pupils really fall behind.  Some of 
them learn to read more slowly; some read fluently but learn vocabulary more 
slowly.  With carful teachiing, most will catch up by sixth grade, and there 
will be fewer pupils needing accomodations for the rest of their schooling. 
Classes will more easily fall into A and B streams, with fewer pupils only 
just manaaging in the B stream.
