Subject: School truancy in Texas
Hi there ETNI-ers:
If you think you are having a tough time teaching in Israel, here is an
article from yesterday's Ha-Olam Ha-Yom that might make you feel a little
better. It describes the way that Texas has decided to cut down on school
absences.
[In Texas the students will wear electronic bracelets around their legs in
order to help prevent their "evasions" of school lessons.]
In Texas they have found a way to cope with the "evasions" from lessons.
They will attach electronic bracelets, which will transmit their physical
location to the school.
The Texas, USA, courtroom will permit the schools to use electronic
bracelets in order to locate those students who do not show up regularly for
lessons. The bracelets will be connected to a satellite system (GPS) and
will be attached to the students' ankle. The decision has aroused much
criticism and the union for human rights in the country claims that we are
talking about a violation of the students' rights to privacy.
The judge, Lynda Penn, in a Texas courthouse, approved the program in which
initially about 50 students will participate; the students attend central
schools in San Antonio and they will wear the bracelets. During the time
that they will wear the bracelets, every one of their movements will be
determined.
"We have arrived at a critical stage in our history, one in which we are
placed between two possibilities – to educate or to send them to prison. It
is within our power to educate them or to risk their being sent to prison
for the rest of their lives," says Penn. The students are to be selected for
the program by the judge and they will wear the bracelets 24 hours a day.
"Students and parents have to understand that school attendance is not
optional. If they don't attend school they violate the law," she said.
Teddy Borek, the chairman of the union for the rights and freedom of the
Texas citizens, attacked the decision of the court: We support the
experiments to keep the children in school but is this proper that schools
and courthouses should know where and what the students are doing during the
off-school hours?
