Passport is an excellent and user friendly dictionary.  Even though it is 
not extensive , it is a wonderful 'learner's dictionary, and teaches young 
students, in elementary school, as well as older students in Junior high, 
especially the less able ones, to use a dictionary and not be afraid of it. 
I think it was a great mistake for the Ministry not to allow it for 1 and 3 
point student s.  Surely our aim is to help students, not hinder them.  Many 
even very able students are afraid of the Oxford, and never use it, trusting 
to their extensive vocabulary to get them by, which is a pity.
