David your letter was inspiring!  I have spoken to veteran teachers in 
Israel who explained that the Bagrut exam used to be given once and only at 
the end of the 12th grade.  In spite of (or as a result of) this, student 
achievements were equal if not higher than today's modular Bagrut.  The 
overhead to administrate this bureaucratic monstosity is unnecessary.  If we 
could eliminate the Bagrut, raise teachers' salaries from the savings, and 
return our classrooms to arenas for  "student inspired learning", we might 
just turn things around.
Keep up the fight!
