Dear etniers (or maybe Judy ?),

I have to know where things currently stand regarding the two following 
issues:

1. On what conditions can Russian or Amharic speakers use a bilingual 
dictionary on the Bagrut ?

2. Students who are hard of hearing:

a. Who decides whether they are eligible to any dispensations?
b. What are these dispensations?
c. Any additional information will be appreciated.
