[etni] For the Module D test, what is a "letter?"

The Mikud for the Module D bagrut says it will include "a letter," while the Module F bagrut will include "a formal letter." Does anyone know how to define a plain "letter," with no adjective attached?
Does this mean that the Module D students must be proficient in ALL types of letters, or does it mean that the Ministry of Ed. is DEficient in its Mikud explanations?
