1.  You did not say specifically why. It would be interesting  to know
the exact reason.

the last three and a half decades.  Many in administrations seems to
think that there 
"is nothing TO PREPARE in English". My opinion: English is what I call a
proficiency 
subject, different from history, literature and the like.  As such,
success in English,
or any language, depends on constant practice, ongoing?.i.e. for as many
years as 
possible and for as many hours as can be squeezed out of the
administration.  
(last point moot in these last no-money years).    
This continues to be true, in my opinion, in these NBA years and in the
future,
with whatever  alphabet-reforms are parachuted upon us.
