UPP books has some great remedial stuff suitable for high school 
kids.  Check them out.  I used their "Rescue 2" for "quasi" readers in the 
9th grade for a few years, and the kids, now seniors, still remember the 
stories.  When they come across a word they don't remember, but from one of 
the stories, all I have to do is remind them of the story, and they 
remember the word.  Totally amazing!!  They have more basic books, too.
