Yes, I have heard this (unofficially) as well.   You realize, of course,
that if this is true  five point teachers are set to lose out.   Instead of
getting 3 1/2 hours gmul, they will get 3 hours (for Modules E, F and G).
On the other hand, the 3 point teachers will gain an hour, because up till
now they've been getting 2 hours gmul and now they'll get three.
